Hola!
Yo también pase por el mismo problema, (sugiero que antes de realizar la sugerencia planteada verifiques tu S.O. es de 32 o 64 bits) pero en mi caso lo resolví cambiando la versión del wxis para 64 bits lo descargue de la siguiente ubicación:
http://trac.reddes.bvsalud.org/projects/cisis/browser/trunk/utl/linux64/isis1660/wxis?rev=401
y lo reemplace en la carpeta del cgi-bin.

Quanto ao error, penso es lo que Jimena escreveu sobre permiss?o dos
arquivos. Em quest?o, veja a base de dados param que fica em
bases/lildbi/config/, tem que ter permiss?o para o usu?rio web possa
escrever.
Isso seria a falta do DeCS? ? necess?ria a instala??o dele tamb?m?
Por enquanto, o problema n?o ? na indexa??o, mas se vc for centro
cooperante de BIREME, envie o seu c?digo para eu te enviar a chave para
baixar o DECS.
